1. Relax restrictions on shopping (esp small retail outlets)
2. Extend social distancing rules into summer
3. Block mass gatherings into autumn

Reasoning behind this is that mass use of masks would mitigate the additional risks of shops/workplaces being opened to an acceptable degree.
You’ll remember I flagged up earlier that the German govt no longer believes small scale shops are significant “virus transmitters”.
