The answer here is quite simple. Council should put all three of these petitions on the ballot by resolution. Doing so would do more to protect voters from COVID-19 than anything else council has done thus far. Any other option, from online petitions (untested and inherently inequitable, especially with libraries shut down) to telling folks "tough luck, try again next year (or in four)" would only further undermine our democracy at a time when it is more threatened than ever before.
Putting all three initiatives on the ballot by resolution costs council very little, helps to protect voters from desperate measures to collect signature (remember Wisconsin?) and ultimately still allows the people to vote on what becomes law.
