People are worried about not having proper masks. Whatever GoI has said is absolutely correct. Since we always want a white stamp of approval. Here is a research from McMaster University, which says the same.

However, the N95 respirators, designed to fit tight and prevent inhalation of small airborne particles, are best for procedures such as intubation or bronchoscopy when doctors must insert a tube through a patient& #39;s throat. So here the Dr needs more protection due2 proximity
Moreover, there is not convincing evidence that the loose-fitting medical masks are inferior to N95 respirators in protecting healthcare workers against viral respiratory infections during routine care during the pandemic
Although COVID-19 transmission is not fully understood, it& #39;s believed to be mainly through respiratory droplets, and the medical masks provide barrier protection for that, and prevent hand to face contact which shows the effectiveness of normal masks & help stock up N95
This is very important as we are running short of N95 which is very important for all healthworkers given their proximity. Therefore a normal mask will be more than enuf to safeguard the non healthworkers
