Before @realDonaldTrump announcement, senior Administration officials said they had two immediate goals re @WHO: Secure an acknowledgement of failure and a commitment to keep politics out of pandemics; and get Taiwan back to observer status.
US hopes that the Taiwan move can be made before next World Health Assembly meeting on May 17. US believes this can be done with an executive order by @DrTedros. This is easier said than done, given China's resistance.
There seems NOT to be a goal to remove @DrTedros, in part because it's difficult. Officials suggest it’s not worth the political capital at the moment. And they also don't have African Union’s support, which they want for a key, longer term reform:
Create enforcement mechanisms for International Health Regulations. Right now, countries have to report new outbreaks, but it's all based on self-reporting. The idea is to ensure countries have to report. But it's clear that won't happen until the pandemic is under control.
