This isn't exactly right. Among employer businesses with <500 emp., Accommodation and Food Service comprised 8.9% of all firms and 5.7% of annual payroll (in 2016). Consistent with these industries, the states with the highest share of small businesses getting PPP loans are in the heartland.
Here's a better version of what I attempted in this thread. It makes some adjustments to provide loan amounts as a % of expected payroll over the duration of the PPP program.
