Option 1: White House cuts budget in future funding requests to Congress. The 2021 budget was put forward in Feb for the next fiscal year (Oct 1 2020 – Sept 30 2021)

Reprogramming existing funding provided it goes to global health, or international organizations, or other comparable funding consistent with the purpose & restrictions of the appropriation by Congress.

3. Rescission
Involves rescinding federal funds already allocated by Congress but requires Pres to submit special message to Congress & bill pass (simple majority in Senate). This is what the US tried in 2017 when it pulled $285m in funding from the UN. Deferrals also poss.(4/4)
