I’m on 3AW at about 8:05 today talking about the government’s proposed use of the Trace Together app. Here’s summary:

1. It uses Bluetooth not GPS, which is good for privacy but remember due to data retention our government has access to all your GPS data anyway
2. My main concern is not with contact tracing. It’s a good idea.

My concern is government has a history of using our data for purposes other than what it’s intended it for (eg catching journalists rather than national security).

I’m worried about *future use* after covid
3. We aren’t giving the government GPS data with this (they already have that anyway). We are giving them more detail on *who we have been close to*.

Perfect for contact tracing. Also perfect for other kinds of surveillance.
4. Is it worth it if we can do contact tracing more efficiently during this pandemic? I don’t think we have a choice.

We will need to push very hard and make damn sure they never use it for purposes other than public health.

Once it’s there they won’t just switch it off.
5. I’m seeing lots of headlines saying “Australians could soon have their location tracked...”

Your location is already tracked. Remember the fuss we made about data retention? Telcos have to retain all that now.

This is an additional layer: who you’ve been with
6: What I’d like to see (and I’d sign up for it if I saw this): solid legislation that prohibits access by anyone other than Department of Health specifically and ONLY for contact tracing during pandemic.

A guarantee that no data will be retained *after* the pandemic.
Additionally, TraceTogether is not a replacement for manual contact tracing. It’s not a panacea.

See this from the TraceTogether product lead (h/t @drng ) https://twitter.com/ashk4n/status/1250144700591255552?s=21 https://twitter.com/ashk4n/status/1250144700591255552
Response further questions: no, I haven’t seen any guarantees this won’t become like free-for-all metadata currently is.

Unless we see water-tight legislation prohibits *any* third parties INCLUDING government agencies outside Dept Health from accessing I wouldn’t install.
Those in Perth: I’ll be on 6PR in half an hour’s time.

We all need to understand what this means and push for strong legislation. The protections we don’t have for metadata (that horse has bolted)
Reading technical detail re Trace Together in between interviews: as implemented in Singapore data is encrypted & stored on user’s device not central database.

We should push for that here. The government has their code & COULD implement as implemented in Singapore. Make them.
