My opinion on the extension of lockdown

Failure of the people or the state?

The people have done more than their bit, working for home, staying away from parents, contributing to #PMCARES PMCares, local bodies etc.

What has failed and led to this extension is the failure of the state.

The state or its machinery was not prepared for this eventuality and this led to utter chaos at the local level as inexperienced officers sadly were at the helm of affairs.

Why do all decisions have to come from the CM, did any DC or SP have any consultative meetings with local representatives or RWA’s to help understand what their daily requirements were and how they would be able to help him in times of need.

I too signed up as a volunteer and got a call 10 days later, speaks volumes about them seeking feedback.

Have you on the other hand noticed the sudden penchant of the IAS/IPS to come to the fore, trumpeting their work.

Have you ever seen them so exposed or vulnerable? Today they stand exposed to the public, media and legislature at large, if some of them have scaled up, good for them else they were misfits in the first place.

The work they are doing is exactly what they are supposed to be doing day in and day out – feed the poor, create and maintain night shelters, provide sanitation kits to women, offer help support and counselling to the elderly and downtrodden.

If they had ever done it in the past, they would have been better prepared for sure.
The role of the head of police in the district is not just that of upholders of the law, or create fear.

They are the first counselors to any complainant and also where required use provisions of the law to deal with offenders.
Exactly the role they are playing now, so what stopped them from doing it in the past?

The reason is plain and simple, not enough experience of working at the ground level, before being given the responsibility of heading a district as DC/DM/ SP/SSP/ DCP.

There shld be a minimum mandate for the IAS to serve as SDM for 8 years in various districts of the state to understnd completely the working of Red Cross, NGO’s, public distribution, land records, panchayats, block levl development etc before being posted to the secretariat

Similarly the IPS shld have held charge as an SHO for a minimum of 5 years and then as 5 years across the state in various police stations before being called to the HQ’s to integrate him to the state policing.

I do not re-call such a situation in the past, for the first time since independence, where they have had to really truly work in the manner they have been asked to now.

Their real test of character will be once the pandemonium is over, will this new avtar continue or they will be back to their old ways, BAU
