This highlights the shortcomings of crisis philanthropy. Gov leaders like Newsom will take all the help they can get and will be publicly effusive in seeking it. Some billionaires follow through w/ their promises. Others don't, collecting the goodwill and publicity then moving on
If there's any positive from this story, it's that Musk, who used to have a Google alert on his own name, will feel so much blowback from this that he'll end up donating *something* to hospitals.
