The Canada Health Act covers MDs & hospitals. It legislates public financing for these services, but is silent on delivery. These can still be delivered on a for-profit basis.

Which is why financing AND delivery both matter.

What about healthcare besides MDs & hospitals?

Medicare ends the moment you leave the hospital or your doctor's office. There are few rules for financing or delivery, most notably in community-based care.

Long-term care, home care, prescription drugs, non-MD community mental health, dental care and more.

What does that mean? We have no national legislative framework on financing or delivery for these services.

Privately financed, publicly financed, for-profit delivery or not-for-profit delivery. Choose your permutation.
