...and that’s a dangerous game. Even if we should assume that enforcers always make good calls (they don’t), there’s inevitably 1001 ways things could fall through the gaps, or for this policy to be abused.
I can think of many, many examples why someone, at any given moment, be caught without a mask. If we are to bet on having the mercy and understanding of enforcers each and every time, history and data will show us that this mercy usually falls along certain societal fault lines.
