Do read the entire report. Basically, the Taliban's emir, deputy and leadership council decide everything. Schools: "Islamic sciences should encompass 30 to 50% of the curriculum." etc.
This surely will come as a shock: "The charter does not give details on the education of women and girls."
Get the soccer fields and shovels, stones, whips, etc. ready: "Also included is the article of ...
Ordering the good and forbidding the evil ... which refers to the department that applies harsh punishments to those convicted of crimes."
In most countries, this would be referred to as a dictatorship: "The draft of the charter also states that the emir has the 'full authority' to select or remove any member of the Islamic emirate and 'no one has the right to violate his decision.'"
If you like your Taliban, you can keep your Taliban. If you don't like your Taliban, you'll get all the Taliban you can handle, and more. And prepare to deal with Orwellian "article of ordering the good and forbidding the evil."
