For those people who bought their tickets with their credit card, I suggest investigating a "chargeback." I've done this a few times before and had success. This is a two step process. https://twitter.com/katieporteroc/status/1249871155575619587
Step One: You have to attempt to resolve your dispute with the vendor. It's better if you email because you can have written proof of your attempts to negotiate. You will share this with your CC company later. +
When emailing Ticketmaster, make sure you include the screenshots which show the policy change. The policy when you purchased this ticket was a refund. That's the important part. +
Step Two: After you have been denied, call (do not email) your CC company. Tell them that you have tried to negotiate with the vendor (Ticketmaster), what the policy was when you purchased, and how they have refused to refund. Ask for a chargeback. +
Your CC company will likely ask for proof of the negotiation (this is where your email comes in handy) and will give you an email to contact them. Even if you are refused the first time, call again. Chargebacks are very effective. Good luck and stay safe everyone.
