This act gave the German Cabinet (The Nazi Party) ... leader of the Nazi Party? Chancellor? Hitler...

The powers to enact laws without the involvement of the Reichstag. Thus overriding the powers of the Weimar Constitution.
This basically gave Hitler total authority for 4 years.
