I think their strategy with digital ID and also the coming vaccine is not not make it "mandatory" per se, but to say it's "optional" but if you don't opt-in then you are not allowed to participate in society the same as before all of this.
Last year in Eastern Canada they were working very hard to abolish religious exemptions for childhood vaccination with regards to whether or not those children are allowed to attend public school.

So it's "optional" but if you don't comply you are excluded from society.
Essentially they will just marginalize and exclude people from society if they don't submit to their vaccines and digital ID + tracking.

New immigrants will have pre-opted in to the system in order to be allowed to come here, so those who do not submit will become a minority.
The government and media will probably work tirelessly to demonize anyone who does not "opt-in" to their new system, the same way that they ruthlessly demonize anyone skeptical / critical of vaccines as "anti-vaxxers".

e.g. Claiming they are a threat to others.
We might see the government require opting in to digital ID in order to receive social benefits related to the pandemic.

Actually, Alberta is already doing this. To receive emergency coronavirus assistance citizens need to create a provincial digital ID.
If the gov goes ahead and makes a smartphone app for 'contact tracing' (using the new API that Google and Apple are pushing out), then it's possible they'll integrate a digital ID of some kind into that system, maybe so as to tie it into the healthcare system.
It's also likely they will make submission to testing for antibodies or infection a requirement for being permitted to return to work in the coming months.

How will they keep track of this? It's possible they'll integrate it into a 'contact tracing' app.
So within just the next few months, we may see the new system begin to emerge, whereby you are excluded from society if you don't submit to their testing, and quite possibly a digital system integrated into smartphones that one must carry in order to prove immunity/non-infection
But that remains to be seen.

Some sources are saying the gov has not yet contracted a tech firm to develop a 'contact tracing' app, while some say they are in talks, so it's a bit unclear at this time.

It's difficult to imagine how they would keep track of testing otherwise tho
A CEO of one of the Federal Reserve banks in the US was saying that they would give people "badges" to wear in public proving they are immune or not infected.

That might remind you of something.
It's like they are building a prison around us, and asking people to hold the beams and wall studs in place while they begin hammering them together, and the people holding them don't realize that what's being built is a prison, and that they are standing on the inside of it.
People will sign up (or already have) for their digital ID paradigm shift, simply in order to be able to pay rent for the month using whatever meager financial assistance the gov is offering.

Then they'll opt-in to testing and being tracked so they can go back to work.
Then finally, next year they will present us with the vaccine, heralding it is as the greatest achievement of man since the moon landing.

People will line up to get it, so they can have the vaccine digital certificate added to their digital ID profile, and be given "freedom".
One strategy we can employ to counter this, is to form wide-ranging networks of people who refuse to opt-in to this system, and essentially form a parallel economy and society.

I think deep down we knew this was coming. Now the voluntary separation will become more stark.
One other potential thing I think could be on the horizon, is that they will require their new digital ID system in order to be able to use the Internet, permanently abolishing anonymity.

Just keep an eye on how they're talking about censoring "disinformation".
