People are talking about a 'national' policy, but I think that is wrong. I think such regional solutions is probably far better in the long run.

The Feds cannot run this...not in any competent manner. This has to be run by state and locals.
The Feds certainly can give recommendations, advice, and assistance.

But the details need to be worked out on a local level.
Agree with this: "Trump’s tweets this morning undermine his ability to scapegoat governors...he wants to blame Cuomo for 25% unemployment...the obvious move is for him to say, “Unfortunately I lack the constitutional authority to order New York to reopen."
