Kathleen McLellan of the Dept of Health says we need to put a "clear focus on residential settings".

MacLellan giving a presentation explaining additional measures taken in residential settings like nursing homes.

The HSE has guidelines around maintaining care in residential settings "as long as possible" and that residents aren't moved unless "advantageous" for them or would help them clinically.
