First up, #Kerala ( @shailajateacher): One of the best dashboards I have seen. It's even better than @MoHFW_INDIA website. Check here: https://dashboard.kerala.gov.in/index.php 
It has daily reporting, test results, outbreak locations, quarantine reports & Rehabilitation information. They're good.
Next #TamilNadu ( @Vijayabaskarofl): Was little hard to find as they have created a new website specific to #COVID19 without any mention on their main website: https://stopcorona.tn.gov.in/

#AndhraPradesh ( @ArogyaAndhra): Dashboard was easy to reach from the homepage: http://hmfw.ap.gov.in/covid_dashboard.aspx
Shows district-wise reports & testing details. Press bulletins are here: http://hmfw.ap.gov.in/covid_19_dailybulletins.aspx since February 4 in English & Telugu. They changed to only Telugu from April 1.
#Rajasthan ( @IEC_Rajasthan): They have replaced their department homepage with details of #COVID19. Excellent move. Shows total sample collected and district-wise case. Was disappointed not to see district-wise testing details.

#Gujarat ( @GujHFWDept): Much like Tamil Nadu they have created a new page for #COVID19 related info which was not easy to find from the homepage: https://gujcovid19.gujarat.gov.in 
Popup & Press bulletins are only in Gujarati. Makes up for it by showing district-wise reports & testing nos.
#Karnataka ( @hfwskar): Their dashboard link on the homepage is broken. However, details of #COVID19 testing details are available here: https://karunadu.karnataka.gov.in/hfw/kannada/Pages/covid-19.aspx

#Odisha ( #HFWOdisha): Very clean website, showing testing data & cases on the homepage itself: https://health.odisha.gov.in  with a very beautifully designed Analysis Report (in PDF format) updated daily: https://health.odisha.gov.in/pdf/covid-19-Analysis-Report-13042020.pdf. It doesn't have district-wise testing details though.
#Maharashtra ( @MahaHealthIEC): Had better expectations but was very disappointed. Their #COVID19 dashboard just failed to open on my side: https://experience.arcgis.com/experience/8167a61f882a4af4b9098e947dfd589f/ & had to depend on Press Bulletin buried here: https://arogya.maharashtra.gov.in/1175/Novel--Corona-Virus. District-wise testing data was not available.
#Delhi ( @SatyendarJain): More disappointment with Delhi. Couldn't find any dashboard & had to depend on health bulletins (not updated since April 11): http://health.delhigovt.nic.in/wps/wcm/connect/doit_health/Health/Home/Covid19/Health+Bulletin. Though the PDFs had hospital, testing & quarantine status. Relief centres map: https://sites.google.com/view/delhihungerrelief/

Other states/UTs like #Jammu, #Assam, #ArunachalPradesh, #HimachalPradesh are not providing testing data, or they provide that information once in a while through printed releases.
#UttarPradesh ( http://up-health.in/en/ ), #Jharkhand & #Bihar ( http://health.bih.nic.in/ ) truly deserve a place in #Hallofshame. There is no mention of #COVID on their website, rest aside any update or testing data.
