Great detail: the Liberian registry for flags of convenience is based...in Vienna, Virginia. Only 25% of profits return to Liberia itself.
International Registries Inc., which represents Marshall Islands (another major flagger of tankers), also at maritime conferences, is based in Virginia too, and has opposed every attempt at reducing carbon emissions—directly harming the Marshall Islands themselves.
