This feels like a Nolan/Ridley Scott adjacent aesthetic that got sucked into prestige TV as well and I 100% think a lot of it has to do with cheap trips people took to Iceland.
The thing is it's absolutely possible to do this aesthetic well (Roger Deakins/Kojima) but the result of doing it badly is that everything looks like the HDR is fucked up on your TV. It's also become shorthand for Serious Science Fiction.
