Interesting story from @ted_fraser on ON gov& #39;t plans for massive health info database to tackle #COVID_19. It cites changes to ON #privacy laws in 2 omnibus bills. Note that the first round of changes came in May 2019, well before COVID-19. @uOttawaTechLaw @OttawaHealthLaw
Note also that once the plan was outed, a gov& #39;t spokesperson said they “will be consulting with privacy stakeholders, including the province’s information and privacy commissioner". Why isn& #39;t @IPCinfoprivacy part of the discussion from the get go? #privacybydesign and all that.
Somebody leaked this or we wouldn& #39;t know about it until after the fact. The legislative changes were buried in omnibus bills. And it seems that @IPCinfoprivacy is reading about it in the paper with everyone else. Where is #transparency and #trust?
FWIW: I wrote about both sets of omnibus bill changes - May 2019 here: http://www.teresascassa.ca/index.php?option=com_k2&view=item&id=303:ontario-budget-bill-will-amend-public-sector-privacy-laws&Itemid=80">https://www.teresascassa.ca/index.php... and March 2020 here: http://www.teresascassa.ca/index.php?option=com_k2&view=item&id=323:interesting-amendments-to-ontarios-health-data-and-public-sector-privacy-laws-buried-in-omnibus-bill&Itemid=80">https://www.teresascassa.ca/index.php... But these plans put a whole new spin on it all.
