Apparently, Hyper Beam not losing a turn after a KO in Gen 1 was by design all along.
HOLY SHIT you can not make this up: there is actual dev confirmation that using Poke Doll to skip Silph Scope is working by design.
Disclaimer: these are bug reports for Yellow, not the original games. Some of these things they may have just decided to prioritize consistency with Red/Green, rather than it actually being the design.
Super Fang doing damage on ghosts is also marked "working as intended" (again, maybe just for compatibility within the generation)
