Ted Kennedy introduced The Immigration Act of 1990, which was of course signed by George HW Bush. It increased immigration to 675,000 per year, giving us family-based visas, five employment visas, & a diversity visa program that created a visa lottery.
The Immigration Act of 1990 specifically benefited citizens of El Salvador, which allowed violent civil war guerrillas, MS-13, to be brought to LA to purportedly counter other violent gangs. They of course were brought in to open a drug pipeline from South and Central America.
1990 Immigration Act also created the EB-5 program, allowing foreigners to invest $ into a US business in exchange for a green card.
