If there was an option to buy the DLC packs individually this argument makes sense, but there isn't. You're forced to pay $30 even if you just want one part of the DLC.

Say I only want to buy part 2, and I don't care about part 1. I don't think part 1 was worth $1 I think part two was worth $15, but I still payed $30 to play it. Should I still call it a $15 experience despite the fact I payed $30 for it?
