1. SDR issue to increase global liquidity with priority allocation to LDCs. 2. Moratorium on public and private debt payments. 3. Official sanction on capital controls to remove stigma. +

Exceptional times require extreme measures. Left to their own, developing countries will experience massive public health and economic failure. These will spill over their borders in the form of defaults, conflict, and outmigration.
