The Trump/Russia investigation was more about shutting down disclosure and inquiry into past Government misdeeds than about getting Trump (although that was part of it too).
The MYE was more about preventing disclosure & covering up for Government ops (Libya, Syria) than it was about helping Hillary (although that was part of it too).

The “whistleblower“ was likely selected based upon who they most DIDN’T want to testify. Can you imagine a worse witness than Mueller was??? THAT bad ....
