The State Office recruits civil servants at the LG level to constitute the CBT team that conduct the focus group discussions, identification of the poor and enrollment. The SG is to provide transportation to these peeps to make movement easier.
Many Northern Governors are really proactive about this than southern Governors. And that is what influences the speed and efficiency of building the State Register which determines who @HUPcct pays.
To also add that the Social Investment Programmes are by State of Residence and NOT State of Origin.
