In 2 days, Harbin found 456 close contacts of them and put all of them under quarantine

of the identified 456 close contacts, 155 now in centralized quarantine, 351 now in home isolations.
That's despite the fact that 2 of the 5 (3 confirmed+2 asymptomatic infections) 不配合流调工作 "don't cooperate with the govt in contact tracing".

Finding and isolating 456 close contacts from 5 cases in 2 days, that's one of them.
