If you haven't known already, the title "Simon Says" is a reference to a game named Simon Says.

This is a little snippet on how the game goes:
Many have speculated about the real meaning about the song, some say it's about someone controlling them and rebellion, and some say it's about dissing their haters. This is from my own perspective so if you have any other explanations feel free to share!
The song starts with a maori haka chant, and the members were all wearing masks with their heads facing down before they slowly lift their heads up.
This can be seen as an action of rebellion. They were facing down (acting submissive and obeying orders), then they lift their heads up in realization of the controlling orders and being sick of what "simon" says.
The masks they were wearing were the straining orders from "simon". And who is this simon? The answer may vary but in this case, simon is their hater(s)+Kpop community, and K-netizens.
"simon" forces them to wear masks and act like the others, indicating that nct is NOT "normal" and they are different. This connects to the comments from haters saying nct's songs are "weird" or "noise" and don't fit in the kpop community.
These lyrics are just little indications of how controlling "simon" is, and they(NCT) were forced to obey them.
