this is probably my least widely held but most correct political opinion
this would be a crippling blow, admittedly. so maybe throw in pension reform, postal banking and a charter to offer a public option for internet/mobile service
(that last one is wildly capital intensive but you could just mandate the ability to operate as an MVNO/lease existing infra a la DSL)

...you don’t want to know how far I’ll go
if you REALLY wanted to get fancy you could use the postal banking deposits for an infrastructure bank that builds out municipal ISPs (this is a job ideally suited for an entity that is constitutionally forbidden from ceasing to exist)
