Unemployment in SA in 1994 was 22%. In 2008, it dropped to 21.7% which was the best that was ever achieved by the ANC. Then BEE. The result today is 30.4% unemployment measured BV (before virus). The duty of care of a government is to its citizens. Governments only get money 1/3
