Even when this lockdown ends, I think a country-wide staggered/split movement structure may be needed. E.g.
- Mondays and Wednesdays certain LGAs can move/go to the office
- Tuesdays and Wednesdays the other half/LGAs go

- Fridays, everyone stays/works from home (if possible).
It will limit the overall footfall in the more densely populated areas, making social-distancing easier. Those who live off daily income may find it slightly easier to cope. It will also reduce traffic.
It's not a perfect solution, but Nigeria can't work under a permanent lockdown, and this virus probably isn't going any time soon.
Then companies who can have their workers continue to operate virtually full-time should do that. This will mean that offices who need their staff in can spread them out. Again, not a perfect solution, but better than nothing.
This may also delay transmission, and stagger the peaks of new cases, giving these newly built isolation centres a chance to function effectively.
Just thinking out loud here. What do you guys think? Could this work? Not a perfect plan but a somewhere in the middle plan that alters life without deliberately destroying more in the process.
Restaurants may need to remain physically shut, but allow delivery for all establishments that have the capability to do it. This keeps dispatchers employed and stops them being harassed by police.
Will also limit the number of people using transport at the same time, and may halt the rise in criminality, as well as protect smaller businesses.
In this hypothical scenario the ban on social gatherings remains in place and schools remain closed, except for the children of essential workers without access to childcare (medical staff, police, etc).
Aside: You know what else a state like Lagos could use this downtime for? Mass clean up. Hire and train more people as LAWMA and use it as an opportunity to clean up, set up more public bins, and fix the roads that are bad.
