I'm not even sure they grasp what the scientists mean by 'herd immunity'. It's not that everyone gets it, and becomes immune, or that everyone gets a vaccine eventually. That wasn't the 'bad guys' plan either.
HI refers to when the proportion no longer susceptible is high enough that the chance of the virus meeting one is low enough that it can't reproduce itelf, and disappears.
'the good guys' including the UK govt now, and its scientific advisors, and almost every government that has the capacity [sweden an exception] are choosing a different strategy.
That is to lower the virus' reproductive rate to the point that it nearly disappears by suppressing our contacts with each other. This happens in two phases.
Phase 1 we are in lockdown. Phase 2 the number of cases is low enough, and our testing capacity is high enough that we can attack the reproductive rate for new outbreaks by testing and contact tracing.
This persists until either the virus disappears entirely [highly unlikely, given outbreaks in other territories, and the lags in them] or we get vaccines and theraputic treatments. Optimistically mid 2021.
The comment seems to think that the only strategy is to avoid killing people due to a lack of hospital capacity. But this is not the design, any more, though it may have been initially, of the plan we are on.
The plan we are embarked on [which might not work, of course] is to try to kill even fewer people than the number that would die of covid and other causes in the presence of adequate hospital care. By suppressing infections as much as possible.
And the reason it might not work is that we don't know how quickly we can develop the testing capacity or if there is the will to do testing-contact-tracing-quarantining with sufficient force to control new outbreaks amidst a loosening of the lockdown.
