So in these desperate times, the BISP (er Ehsas) is taking care of the poor and the marginalized. But remember how, not so long ago, there were indication from the usual quarters about expensive programs like these are a waste of precious resources which can be spent elsewhere.
About how schemes like these are nothing more than devices of political patronage meant to secure vote banks. About how devious corrupt devices like the 18th amendment are leaving the Wafaaq too poor to take care of the more important things like sikorty.
Programs like BISP are indeed expensive and hard to finance. Point taken. But the state has an obligation to its poor and marginalized.

You just have to tax your rich to take care of your poor.

You cant possibly fund social welfare schemes if the sugar barons and landlords control the parliament; control the economy; the shady industry lobby gets mukammal amnesties for black money and pharma lobbies double and triple prices at your behest.
