Why didn't Palpatine just let Anakin or Luke kill him so he could posses them?

TROS Palpatine is a clone. Rey's father is also a clone and an autonomous being. That means TROS Palpatine is an autonomous being possessed by the real Palpatine, which means he can possess autonomous beings (like Rey) at will. So why does he need a ritual?

Because TROS is DUMB.
