If I understand correctly, people will be called on the number they text from. How can Deaf and HoH people provide their video phone or IP-Relay number?
From @ILGovernorPress' release, it seems there's no solution, most likely because this was not thought of to begin with.

Consequently, the Deaf and HoH community continues to be further marginalized.
This is why the legislative & executive branches need to include Deaf and hard of hearing individuals as a part of solution-making and ensure the state has a robust Deaf and HoH Commission.
