For public-facing comms, I favor using “a # on a scale of 1 of 5” message, with or without text labels.
This at least provides some context to any text label you use. It’s prob the closest to having & eating your cake we’ll get.

This is all wah-wah-wah-wah if we don’t pair this with specific scenarios, impacts, timing and calls to action, if appropriate:

- How bad could it get?
- How will it affect me?
- What should I be doing about it now?

At the risk of sounding like hurricane season, there’s more to the story than the category, regardless of what you call it. And even in this reckoning, not all “slight risk/2-of-5” days are alike in hazard, timing, or preps.
