In short, it absolutely sucks to create a massive surveillance network right now, but Apple & Google are being as good as they can be, given the constraints. This is better than the anticompetence of the administration, or malevolence of the Palantir/Anduril/Clearview axis.
We are going to have to be extraordinarily vigilant; even with a good design, the potential for abuse of this new system is massive, and the most vulnerable will be at risk from surveillance in a way far more insidious & less obvious than the direct thread of the virus.
