hosted organization #UNITAID and their largest recipient (44% of the funds), that being the Clinton Foundation/CHAI, managed these funds? Let's review an audit undertaken by French national auditor, Cours des Comtes, which in November 2010 published: https://www.ccomptes.fr/en/documents/1067

(serious students can use Google translate). A review highlights MAJOR RED FLAGS:
1. "UNITAID has no direct control on the sums it disbursed." "There is no evidence that the funds have been used in conformity to UNITAID's requirements, nor that the drugs actually used in

the Clinton Foundation programs are the original drugs selected by UNITAID."
2. UNITAID was audited from 2006-2011 by Comptroller General and Auditor of India (worthy serious question given that Indian-based Ranbaxy Pharma was CF partner distributing 'garbage' drugs these yrs)

3. Cours des Comtes highlighted lack of internal and external controls at UNITAID, particularly in respect of the funds disbursed to CF/CHAI and the very poor governance of UNITAID.
4. ~$100mm missing in reconciliation between sums stated given by UNITAID and acknowledged being

received by CF/CHAI.
5. "CHAI has not performed audits of its own Purchasing Department or Procurement Officer."
6. CF/CHAI stattistics regarding number of individuals treated and drugs dispensed "cannot be validated."
7. "The ordered drugs are delivered sometimes much later

. . . and can only be used one or two years later, subject to being missed expiration."
We claim in our submission: CF/CHAI is 'acting as agent' in violation of IRS code in brokering funds and pharmaceuticals related to these activities. Certainly looks so. ** Adulterated and
