Governor Cuomo says it is New York City Mayor Bill de Blasio's, "opinion" on closing schools for the year today. "He didn't close them and he can't re-open."

Cuomo says that any decision on closing or reopening will be coordinated with other counties and hopefully NJ and CT.

Governor Cuomo says he has the legal authority in this instance to determine whether or not New York City's schools are open and when they're closed.
