Cuomo appears to be undermining de Blasio's authority on closing NYC's schools for rest of year because he didn't do it regionally. "He didn't close them, and he can't reopen them...I want the metropolitan area coordinated."

"There has been no decision. That's the mayor's opinion, I value it...but the decision will be coordinated...there has been no decision on the schools."
