I watched the "documentary" by Steven Greer "Close Encounters of the 5th Kind". I found so many hoaxes such as this still image from an alleged UFO over Oakland taken on May 5, 2019. He didn't know the video was published in 2018 from Texas (skydivers):

Seriously, that "documentary" is full of garbage. Here's another example of a misidentified UFO, described in the film as an extraterrestrial alien intelligence. It's just a cropped image of a lens flare. You can see something similar here: https://imgur.com/cLflX9Q 

About this short footage shown in Greer's "documentary", those objects are not UFOs. It's a typical flock of birds taken in night vision. There are lots of videos like that, for example:
