Woody was more abusive in Toy Story than Lilo in her movie.

Woody had position, power, and privilege and was threatened by his own ego when Buzz arrived. With just a change in his authority, he tried to (effectively) murder Buzz. He's like a scared rural church pastor.
He continually demeans and belittles Buzz for not fitting his rigid conformity or mentality despite Buzz successfully doing exactly what he and every other toy is supposed to do: be there for Andy.

Woody would absolutely have been on the side of Lilo's bullies.
In the second movie he gets so torn up on celebrity protected status that he temporarily forsakes the most important people in his life. Lilo was unerringly dedicated to family, teaching and togetherness.

Woody copes poorly, and has some pretty major unaddressed insecurities.
For context, this is about a ridiculous ableist white 'woke' artist spewing discourse on why Lilo and Stitch was 'the worst Disney movie' because Lilo wasn't a 'role model'
