(1/20) A top-down Coordinated Strike against Coronavirus is critical to winning this war.

Time is a crucial factor. Every day matters. Every decision matters. India needs to make a lot of good decisions quickly.
(2/20) We are testing more samples/day, approving more labs & kits, expanding testing guidelines to include screening tests & putting together information for public education. Though the progress is commendable, we need to ask an important question - Are we moving fast enough?
(3/20) What gives India an advantage today is the incredible no. of individuals, communities, healthcare providers & private organizations willing to volunteer their time and resources.
(4/20) India has already witnessed millions of people come out and show their support by clapping on Junta Curfew and lighting diyas on April 5th. Millions of Indians are ready to fight this war. India needs to enable them.
(5/20) The government can & should enable all the resources under its influence - both public and private. This proposal is not pushing for expanding any testing guidelines. We believe that India can move orders of magnitudes faster under the current ICMR guidelines as well.
(6/20) The image attached to this thread highlights 4 Phases

1. Data Gathering
2. Verification
3. Testing
4. Monitoring
(7/20) Phase 1: Data Gathering - Better data leads to better decisions. We have a near realtime view of no of infections, recoveries & deaths. However, we don’t know how many people need to get tested. This important number enables better decisions on several fronts
(8/20) How many samples should we be testing / day? Do we need to approve more private labs? Do we need to approve more kits or screening tests? The app “Aarogya Setu” released by the govt is great starting point for Phase 1, but given our population this will not be enough
(9/20) Many more initiatives frontlined by individuals and organizations across all corners of the country are needed. We need to cover the breadth and length of this country - different geographies, different languages, different regions, and cultures.
(10/20) Phase 2: Verification - People identified in Phase 1 will need guidance & support from doctors. The govt's push for telemedicine is the enabler for Phase 2.
(11/20) Doctors need to be trained on protocols for COVID-19 testing, should be enabled to review patient data remotely on their phones, and issue prescriptions for COVID-19 tests along with relevant paperwork. Once verified, the data should be submitted to the government
(12/20) Phase 3: Testing - Testing at home & at a healthcare facility nearby should be available in every corner of the country. We need to make it easy for any verified individuals to get a test.
(13/20) Free Testing should be available at all govt facilities. And subsidized testing should be available through private facilities if one is unable to afford the test. Phase 3 requires the govt to enable private entities in the same manner it is enabling govt entities
(14/20) Phase 4: Monitoring - There might be individuals who try to avoid getting tested and put the rest of the country at risk. It’s extremely important that the government ensure that all the verified individuals submitted to the government in Phase 2 be tested.
(15/20) A plan like this requires a tremendous amount of coordination amongst various parties - individuals, communities, organizations, doctors, labs, technicians etc. The government has a vital role to play. They need to lead and collaborate like a conductor at an orchestra.
(16/20) Technology will play a vital role in this battle in every phase of this plan. We cannot afford to wait for software to be developed for a plan like this. It will take too long.
(17/20) With that in mind, DoctorC is offering to provide its ready-to-use technology platform at no cost to the government. I’m sure there are other private organizations that would be willing to do the same as well.
(18/20) We believe that the government can enable India in a way that we have never witnessed before. India has amazing minds and hearts ready to fight this war. All the government has to do is enable us.
(19/20) Data about whether the general population needs to get a COVID-19 test is not easily available. We built a tool to check if you can get a COVID-19 test based current testing guidelines - https://doctorc.in/covid-19/
