Eight ideas for refining and reinforcing the Coronavirus restriction regulations (non exhaustive):
(1) Put the home confinement power and associated removal power on an express statutory basis.
(2) Require positive Parliamentary re-approval at regular periods.
(3) Prescribe or limit the instructions that can be given by police and other relevant persons, breach of which is an offence (see https://coronavirus.blackstonechambers.com/coronavirus-and-civil-liberties-uk/">https://coronavirus.blackstonechambers.com/coronavir... para 24).
(4) Remove or limit when force can be used short of arrest by police eg where people refuse to accompany a relevant person to their home.
(5) Remove the subjective nature of the powers of relevant persons to remove or disperse persons and require reasonable belief (above paras 22-23)

(8) Set out in the law additional grounds for leaving home for persons with health needs (and potentially with young children) to access open spaces for recreation/respite as part of same household.
