Federal Character has been emasculated by under Buhari.
It is operating with only 1 commissioner out of the 37 required by law.
Abdullahi Shinkafi has been the Acting Chairman of the commission since 2018 and has operated over time without members of the board.

The absence of the FCC has affected policy-making and monitoring of recruitment exercises and provided room for job racketeering in MDAs.
There have been cases of sale of job slots for over N3 million in many MDAs.

Due to poor monitoring by the FCC, there were secret recruitments in MDAs.
MDAs are legally required to advertise vacancies before recruitment, rather, they obtained waivers from the FCC not to advertise and carried out their recruitment through the backdoors.

In October 2019, chairman of the Independent Corrupt Practices Commission (ICPC) Bolaji Owasanoye revealed that after the commission discovered N9.2bn as over-bloated personnel costs of MDAs, they went on secret recruitments for a cover-up!
He told the NASS Committee on Anti-corruption and Financial Crimes at the 2020 Budget defence.
“They hurriedly started employing people. Appointments given yesterday were backdated one year, and ad hoc staff upgraded,”.

Some agencies reported to have indulged in secret recruitments are the CBN, FIRS, PTAD, NEPZA, NDLEA, National Space Research and Development Agency, and NOU, Federal Civil Service Commission, University of Abuja Teaching Hospital, Rural Electrification Agency, Nigerian Navy etc.
Many MDAs were called to come and defend their recruitment headed by @AbuKusada.
Those that ignored are ABU Zaria, Nigerian College of Aviation Technology, Zaria, NAFDAC, SEC, Federal College of Education, Zaria, The National Research Institute for Chemical Technology Zaria.
