White, a loyal Dem despite his various conservative votes, waited until Clinton took office, then sent his clerk @RonaldKlain, now Biden’s top advisor, to deliver the retirement letter to the White House.

Blackmun, a GOP nom who became a reliable liberal, retired in 1994.

Dem and liberals got huffy when McConnell cited the so-called “Biden Rule” as bad faith justification for his Garland blockade bc they weren’t totally analogous and one never had chance to execute. But Biden’s suggestion was still meant to combat conservative SCOTUS consolidation
