Okay, talking a bit more about things I've watched and shows the cabal's things is Gotham. Which is mostly based on Batman's and some of the Justice League's comics.

I believe it was on season 2 where they showed The Court of Owls, making reference to a secret society.

It appears with Katheryn who was part of a group known as "The Court of Owls", who have hired Hugo Strange to find means of reviving the dead and creating immortality. When she sees a report of a revived Theo Galavan's chaos in Gotham City as Azrael,

she calls someone to gather the Court.

(I correct, it was on season 3 that it develops).

They begin to practice experiments on humans at Arkham Asylum; not only on "dead come to life" but also on already alive who were tagged as crazy/demential.

On season 4, Jerome blows up Gotham's bridges; at that time he wasn't tagged as the Joker.

On season 5, Eduardo comes up, a man who once worked with Jim. He has an order to eliminate Jim through mind control. After Jim "kills" him, Nyssa comes to rescue him; and Strange turns him into Bane. As this develops, we have a Nygma controlled through a chip in his brain.

He is programmed to kill Jim, and destroy whatever he does. As is Leslie Thompkins too, a chip on hair brain, controlled to be one to kill Jim. They are un-programmed. Then, Bruce and Lucious are hypnotized and are going to activate a gas that will cause trouble in Gotham.

So, while all of this happening; Jerome is kind of making an "army" who he turns into slaves to cave a tunnel. The ones working are his faithful followers; all teens an young people. To prove you faithfulness you have to kill others. Okay?
