There is no federal "stay-at-home" order. These are all things being done at the state level.

The only thing he can do is use political pressure to get the CDC to issue guidelines saying that it's safe out when it's actually not.
The fact that he keeps talking about "re-opening the country," like that's something he has anything at all to do with, just makes me concerned that if the CDC dials back its guidelines, that it won't be because it's actually safe out there. He shouldn't politicize it like this.
There are two approaches:

1. People keep following the social distancing guidelines, we minimize deaths, ***and keep people afloat with payments from the government***

2. We "open it back up," increasing the number of people who die from this, but some businesses may open?
And really, none of these people seem to realize this very, very simple thing:

You can "open the country," but things are screwed. Things don't just go back to "normal." People aren't going to be amped up to go to concerts or movies or restaurants in a pandemic.
What's really important to remember here: the people who will be put most at risk if these stay-at-home orders get lifted or if places try to "open the country" before it's actually safe are the working class. Pundits and CEOs don't have to worry about anything. They're insulated
