I believe Cody Shearer's network, including a Turkish businessman, was purportedly infiltrated by RIS/FSB. According to the PSS, the interviewed sub-source responsible for "allegations concerning Michael Cohen" & "the meeting between @carterwpage and Igor Divyekin", would be the source of the Russian disinformation in Footnote 350, given it involved "the activities of Michael Cohen".
The Dossier depicts this Sub-source as a "Kremlin insider" "close to Presidential Administration Head, S. IVANOV". Persons issuing denials in the footnote could be the sub-source, Konstantin Kosachev, or Oleg Solodukhin. The sub-source would issue similar denials in August 2017.
I personally don't believe there was any concerted Russian effort to plant disinformation into Steele's reporting. I believe Steele and/or his Primary Sub-source embellished gossip and fabricated stories to create the entire product.
